Detailed Description Purchase of tax stamps for the years 2027-2028

Production and delivery to the Hungarian Tax and Customs Authority for the years 2027-2028, in accordance with the relevant legal and security regulations, up to a net budget of HUF 12,829,583,760, in accordance with the relevant legal and security regulations, according to the assortment detailed in the technical specification. Budget for the years 2027 and 2028: HUF 12,829,583,760 net, 70% of which the Contracting Authority undertakes to draw down. The expected – planned – quantity to be procured from the budget is 789.5 million pieces per year, with a +20% deviation option, the selection and their expected quantities are included in the technical specification. (Both the total quantity and the quantities according to the selection are indicative: they have been determined on the basis of empirical data, in order to compare the tenders to be submitted in the bidding phase, from which the contracting authority may deviate during the performance.) The applicant's task also includes the design of the tax stamp, which is carried out on the basis of the regulations laid down in the relevant legislation and taking into account the additional minimum requirements specified in the technical annex. Supplement to Section II.3) of the Invitation: The Parties shall conclude the Contract for a definite period from its entry into force (but not earlier than 1 January 2027) until the exhaustion of the budget, but no later than 31 December 2028. For more information, please refer to the Technical Specifications and Draft Contracts, which are part of the procurement documentation. 30% of the budget is an option as detailed in Section 1.5 of the draft contract. The procurement procedure is initiated as a CONDITIONAL PROCEDURE pursuant to Section 38 (4) of the Procurement Act. An uncertain future event outside the scope of the AK's control: pursuant to Section 36 (4b) of Act CXCV of 2011 on Public Finances, the prior approval of the Government for the making of commitments in accordance with Paragraph (4)(b) and (4a) - with a value of HUF 5 billion or more.
