Detailed Description Smart cards– Production, personalisation and ready-to-dispatch of electronic health cards and PIN/PUK letters

Description: The subject of the award is the services required by the participating health insurance funds for the production, personalisation, secure data processing, packaging and ready-to-dispatch provision of electronic health cards (eGK) as well as for the production and ready-to-dispatch provision of the associated PIN/PUK letters. The services to be provided for the eGK initially refer to the eGK specification G2.1, but also include the optional rPVC version variant as well as all physical successor generations of the eGK approved by the individual health insurance company during the term of the contract. The services for the ready-to-dispatch provision of the eGK also include the automatic attachment of a main flyer to the card accompanying letters marked accordingly in the respective technical production order, which can be optionally activated by the respective health insurance company. If activated separately, exactly one additional flyer for individual health insurance companies can also be attached exclusively together with the main flyer. At the beginning of the service provision, the main flyer is the organ donation flyer. Depending on the specific service request of the individual health insurance company, the services for the PIN/PUK letters also include the data and printing technology implementation for secure delivery by means of delivery identification. The shareholders of IKK eGK-Beschaffung 2026 GbR are the following health insurance companies: 1. Federal Guild Health Insurance Fund, in short: BIG direkt gesund, Markgrafenstraße 22, 10117 Berlin; 2. IKK Brandenburg and Berlin, Ziolkowskistraße 6, 14480 Potsdam; 3. IKK gesund plus, Umfassungsstraße 85, 39124 Magdeburg; 4. IKK – Die Innovationskasse (IK), Überseeboulevard 5, 20457 Hamburg; 5. IKK classic, Tannenstraße 4b, 01099 Dresden; 6. IKK Südwest, Europaallee 3-4, 66113 Saarbrücken; 7. KNAPPSCHAFT, Knappschaftstraße 1, 44799 Bochum; 8. Social Insurance for Agriculture, Forestry and Horticulture (SVLFG), Weißensteinstraße 70-72, 34131 Kassel. The health insurance funds involved are each corporations under public law. The award of the contract immediately results in open-ended service contracts between the contractor and the individual health insurance funds. These contracts establish ongoing performance and remuneration obligations in the sense of a continuing obligation. The subsequent transmission of the data for the individual health cards and PIN/PUK letters to be issued only determines the quantity, content and time of execution of the services already contractually owed. These are only "production orders" in a technical sense, which do not constitute a separate order or an individual contract. Regular production and other ongoing service provision will begin on 01.08.2027. For the first 48 months, non-binding calculation and evaluation quantities of 4,490,606 standard eGK G2.1, 1,924,545 rPVC-eGK G2.1, 3,812,299 PIN/PUK numbers, 381,230 consignments with delivery identification, 6,415.151 billing units for technical DV and/or UPOC postage paid for 1,000 consignments each, 5,132,121 enclosed main flyers (for the bid evaluation: organ donation flyers) and 2,420,000 additional flyers for individual health insurance companies together with a main flyer are used. In the context of the tendered continuing obligation, these quantities do not constitute a minimum purchase quantity or a maximum quantity terminating the contract. At the conclusion of the contract, thes agreed net unit prices will remain unchanged up to and including 31.07.2031. From 01.08.2031, the unit prices recorded will be adjusted at intervals of 24 months according to the contractually stipulated price change clause. For physical successor generations of the health cards, the separately regulated pricing, testing, verification and approval procedure applies. The contracts do not have a fixed end date and will continue until effective termination. Ordinary termination is possible for the first time on 31.07.2031 and thereafter at intervals of 24 months.
