Detailed Description Procurement of an access control system and related services

The object of the procurement is the replacement of the Esmikko access control systems located in the buildings managed by the City of Espoo and Espoon Elä ja Asu Oy, Kiinteistö Oy Matinkylän Uimahalli, Kiinteistö Oy Tapiolan Louhi and Kiinteistö Oy Espoon Keskuskeittiö with a new access control system. In addition, the procurement includes the service and maintenance services of the Abloy OS access control system used by the Customer. The sites are located in the City of Espoo area. The estimated total value of the procurement excluding VAT is EUR 1,610,000 (VAT 0%), which is divided as follows: City of Espoo EUR 1,410,000 Espoon Elä ja Asu Oy EUR 50,000 Kiinteistö Oy Matinkylän uimahalli EUR 50,000 Kiinteistö Oy Tapiolan Louhi EUR 50,000 Kiinteistö Oy Espoon Keskuskeittiö EUR 50,000 The persons used by the Supplier to provide the Service must be in a direct employment relationship with the Supplier, excluding cabling work. Based on the tendering, a framework agreement will be formed, for which a maximum of four (4) Suppliers will be selected in order of preference. A more detailed description of the framework agreement can be found in the appendix "Description of the object of the procurement". No alternative offers will be accepted. The design document for the first Esmikko compensation site related to the call for tenders will be delivered to the tenderer by email. The document will be delivered after the tenderer has delivered the signed invitation to tender in the appendix "Non-disclosure commitment (NDA)" to the addresses jari.hamalainen@espoo.fi AND tilapalvelut.kulunhallinta@espoo.fi. The NDA must be submitted by Tuesday 22.9.2026 at the latest. The plan document will be delivered by email within approximately two (2) business days of receipt of the NDA. Submitting the signed non-disclosure agreement by the deadline and familiarising yourself with the plan are prerequisites for participating in the tendering process. If the tenderer has not submitted the NDA by the deadline, the tenderer will be excluded from the tendering process. The customer arranges a site visit to the first Esmikko replacement site on Tuesday 29.9.2026 at 12.00 at Tuomarila daycare centre (Puistotie 24, 02760 Espoo). Participation in the site visit is mandatory. Registration for the site visit is done by email by Tuesday 22.9.2026 to the addresses jari.hamalainen@espoo.fi AND tilapalvelut.kulunhallinta@espoo.fi. Registration for the site visit is mandatory. A tenderer who has not registered for a site visit or does not participate in a mandatory site visit will be excluded. A more detailed description of the content of the procurement can be found in the appendix "Description of the object of the procurement" to the invitation to tender. The City of Espoo does not commit to specific procurement volumes during the contract period.
