Detailed Description Contract For The Supply Of RGS** and EIDAS 2.0 Authentication And Signing Certificates (Natural Persons) And Server Certificates (Web)

Description: Pursuant to Article L. 2113-2 of the Public Procurement Code, SMO Nord Pas-de-Calais Numérique acts as a central purchasing body in the sense that this buyer acquires supplies or services for other contracting authorities, public companies or contracting entities. The purpose of this contract is to supply: • RGS** and eIDAS personal authentication and signature certificates, on a USB key-type medium, for the agents and elected officials of the member local authorities and public establishments; • NFC cards on a physical medium, intended for agents and elected officials of member local authorities and public establishments, provided according to the same ordering, delivery and delivery methods as personal certificates on a physical medium (see point 3.5). The Nord-Pas-de-Calais Numérique Joint Syndicate, in partnership with the management centres of the Territorial Public Service of the Nord (Cdg59) and Pas-de-Calais (Cdg62), is running a central purchasing office for local authorities and public establishments in the Nord and Pas-de-Calais departments. This central purchasing office facilitates access to the authentication and electronic signature certificates necessary for the dematerialization of administrative procedures and documents. It offers member entities a shared system, allowing them to benefit from negotiated rates and a simplified order process. On the date of launch of this consultation, 560 local authorities and public establishments that are members of the central purchasing office have access to a dematerialised platform allowing them to order their certificates directly. This contract is a continuation of the previous contract. It aims to guarantee the sustainability of the service provided to the members of the central purchasing body, within an updated regulatory framework marked in particular by the evolution of the eIDAS 2.0 regulation and the strengthening of security requirements. The objectives of this consultation are as follows: - To guarantee, for all members of the central purchasing office, the continuity and quality of the service for the provision of RGS** and eIDAS certificates; - Promote the coherence of digital public services open to users and facilitate their adoption, thanks to similar interfaces and modes of operation from one local administration to another; - Promote the dematerialization of exchanges in order to save time, remove time or place constraints, reduce costs related to paper and postage, and optimize the monitoring and search of documents; - Enable fully digital management of data and documents produced internally or transmitted by partners, whether they are administrations, citizens or suppliers.
