Detailed Description Financial transaction processing for cEMV e-ticket

Description: The subject of the procurement is the provision of a financial transaction processing (acquiring) service related to the electronic ticket system, based on cEMV-based, bank card-linked travel entitlements, planned to be introduced by BKK. Within the framework of this public procurement procedure, BKK intends to procure a financial transaction processor that is capable of fully performing the bank card acceptance and processing tasks related to the e-ticket system service, both in terms of retail type, transit type (and related debt recovery transactions), and VPOS type transactions. The service includes the processing and settlement of bank card payments, as well as the management of related financial processes. The task of the financial transaction processor is to securely and continuously manage bank card payments in the e-ticket system, and to ensure their settlement in accordance with international card company rules. The role includes, among other things, the management of payment authorization requests, the forwarding of transactions to financial actors, and the support of related financial settlement and reporting processes. Given the specificities of the so-called “Pay As You Go” (PAYG)-based operation for ad hoc products, BKK intends to apply a payment and settlement model that supports the management of aggregated, delayed and occasionally merchant-initiated transactions (MIT - Merchant Initiated Transaction) related to travel events, including subsequent charges (debt recovery) and the settlement logic resulting from the application of a maximum transaction amount (fee ceiling or capping). The Card Acceptor is responsible for the full management of payment transactions, including: • managing the master data required for the installation and operation of validators and other ticket sales points • ensuring transaction processing, authorization, with the support of high-level real-time and near-time fraud prevention processes • processing of transaction data (clearing), • conducting financial settlements (settlement and payment), and performing related reporting and accounting tasks towards the authorities, card companies and the Requester. Payment transactions include card-present and card-not-present payments. The Financial Transaction Processor also ensures the crediting of the transaction value in the currency and bank account(s) specified by the Requester, as well as the necessary data and feedback to the related systems. The service must support high-volume, real-time transaction processing and the specific operational characteristics resulting from mass transit use (so-called transit model operation) in accordance with and in full compliance with the relevant and current manuals and regulations of VISA and Mastercard.
