Detailed Description Procurement of a new Integrated Security Forms Information System (IPSIS), for the printing - personalization of security forms, including the new Police Identity Card for Greek Citizens - Citizen Card, with the related E-Government services - eIDAS 2.0

The project includes the supply and installation of equipment for the creation of a national electronic authentication system for citizens, compliant with the highest security standards and compatible with the European Regulation (eIDAS 2.0) and the European Digital Identity Regulation, which will offer an advanced set of authentication services. In addition, it includes the creation of a central interoperability hub for citizen authentication services (Citizen Identity Hub) and the infrastructure for providing approved electronic signature certificates to Greek citizens. Overall, the offered system should be able to successfully serve the entire production - issuance cycle (collection of supporting documents and biometric data, management of applications and data, personalization of security documents, quality control of personalized documents) of security forms. The Contracting Authority considers a reasonable delivery period of 18 months for the Integrated Security Forms Information System, its related implementation services, as well as the digital identity and authentication services (hereinafter referred to as the “Main Project”). Within the framework of the Main Project, the Contractor shall implement and deliver the following: Implementation Study Delivery of Project Equipment and ready-made Software Development environment implementation services - operational operation and development, Integration Services Trial transition and Acceptance Testing period Training Trial Operation Period After the final delivery and acceptance of the Main Project, the operation and maintenance period of ten (10) years begins, during which the contractor shall provide the following services: - Operation and maintenance of the system - On site support - Telecommunications services - Supply of other consumables (folders,barcodelabels, cartons). - Supply and Personalization of security forms Specifically: Period A (3 years): During the first three (3) years from the final acceptance of the Main Project, the contracting authority will procure 6,420,000 security forms of type ID1 and 1,050,000 security forms of type ID3. Period B (7 years): During the remaining seven (7) years of the contractual duration, the contracting authority will procure up to 32,580,000 security forms of type ID1 and up to 7,150,000 security forms of type ID3, according to its needs. At the same time, it will be able to personalize other security forms (ID-1, ID-3 format) in case it is required in the future. At any time during the operation and maintenance period, following a decision of the Contracting Authority, an option may be exercised with the purpose of: a) extending the provision of the services of the operation and maintenance period for an additional period of up to 5 years in total, from the initial expiry date, and/or b) extending the duration of the supply and personalization services of security forms until the quantities of the contract are exhausted and in any case, not exceeding five (5) years from the initial expiry date of the operation and maintenance period. The option may be exercised by unilateral declaration of the contracting authority to the contractor once or more times for a minimum period of one (1) year and a maximum of five (5) years.
