Description: Introduction: The Ministry of Foreign Affairs is preparing a tender for the Ministry of Foreign Affairs' contract for the delivery of a payment system and an acquiring agreement to handle all payments through the Ministry of Foreign Affairs' webshop for all of the Ministry's consular systems. As part of the preparation of the tender, the Ministry of Foreign Affairs is conducting a preliminary market survey in order to identify potential bidders. The market survey is carried out in accordance with section 39 of the Public Procurement Act, and participation is voluntary. Background information: The Ministry of Foreign Affairs currently has a payment system and acquiring agreement that handles all payments through the Ministry of Foreign Affairs' webshop for most of the Ministry's consular systems. Today, the payment solution can provide authorization, capture and refunds. The Ministry of Foreign Affairs has the total of income deducted from payment cards transferred to the Ministry of Foreign Affairs' bank account on a daily basis. The amount is transferred gross. On a monthly basis, the Ministry of Foreign Affairs receives an invoice for the account fees. The Ministry of Foreign Affairs is in the process of updating its webshop and ensuring that all consular services, etc., can be paid via the webshop. The implementation of this update is expected to be completed by January 1, 2027. A new payment solution must work together with the updated webshop, and it must be possible in the new payment system to impose surcharges on payment cards in accordance with EU rules, so that the Ministry of Foreign Affairs only has to pay a card fee where it is not possible to apply it to the buyer. Questions to be answered: The Ministry of Foreign Affairs asks potential bidders to send the following information: • A brief description of the company, including a description of whether the company is a micro, small, medium-sized or large company according to the Commission's Recommendation of 6 May 2003 (2003/361/EC).
