Objectives
The primary objective of this tender is to appoint a service provider responsible for the supply, installation, configuration, support, and maintenance of a biometric access control, time and attendance system with payroll integration across multiple sites within Musina Municipality. The system must ensure high availability, security, scalability, and compliance with relevant standards, supporting current and future workforce management needs over a period of three years.

Scope
The scope encompasses:
Provision of hardware and software components for biometric access control and time attendance management.
Installation, configuration, and integration of biometric devices with payroll and security systems across specified municipal sites.
Support and maintenance services for a duration of 36 months, including system upgrades, backups, disaster recovery, and support services during designated hours.
Enrolment of authorized personnel via fixed and mobile units, with data transmission through secure GSM, Wi-Fi, LAN, TCP/IP, or USB interfaces.
Provision of additional entrances in future phases and ensuring system scalability.
Training, skill transfer, and comprehensive documentation for municipal staff.

Technical Requirements
The solution must include:
Hardware devices such as enrolment stations, biometric terminals supporting face, fingerprint, and card verification, and outdoor remote units.
Device specifications including screen size, resolution, biometric capacity, card reading capabilities, connectivity options, power supply, operating temperature, and humidity ranges.
Security features including data encryption, secure transmission via private APN, and support for modern connectivity options like Wi-Fi, GPRS, and LAN.
System features such as high availability (99% uptime), daily secure data backups, remote enrolment, real-time reporting, automated payroll interface, shift management, alerts, and compliance with ICT security policies.
Integration capabilities with existing IT infrastructure, payroll, and security systems.
Hardware warranties of at least one year and software license agreements included in the bid.
