Description : Fraport AG, as operator of Frankfurt Airport, intends to implement biometric facial recognition for access to the security area in accordance with Section 8. This system, in conjunction with the authorization verification by the existing access control system, will grant access to airport ID card holders. The biometric system verifies that the person requesting access matches the holder of the airport ID card based on a previously recorded biometric feature (face) stored on the card. The system must operate 24/7/365. The installation and commissioning of the access points will take place in phases starting in Q4 2026. A demonstration session relevant to the evaluation will be held during the tendering process. Following the conclusion of the process, the supplier must demonstrate specific functionalities related to handling the Fraport ID card within eight weeks. The biometric system must meet the criteria outlined in the specifications and related appendices and includes both software and hardware. Within the scope of work, the supplier must implement the following components: - Software for the initial enrollment of ID card holders, management of the enrollments, and storage of the biometric templates on the ID card (face) - Software for user guidance during biometric verification at access - Hardware-wise, the enrollment stations (7) and biometric units for the access points (61) must be supplied - Hardware for comprehensive user guidance (initial presentation of the airport ID card) in the overall process at the access point, including ID card readers (Legic) - The biometric system must ensure that the biometric templates comply to a high degree with data protection and IT security requirements, for example, by storing only abstracted forms of the biometric characteristic and by ensuring that communication up to the point of abstraction is highly encrypted - Furthermore, the solution must meet high security criteria so that the lowest possible FAR is achieved while the process time and FRR remain as user-friendly as possible in terms of the quality of the FAR - In addition Furthermore, the system must log all actions to ensure auditability and protection against manipulation, and to understand why the system, for example, denied access. The project aims to implement the biometric system with the necessary interfaces and to deploy it step by step at the required access points (Level 1: 21 access points; Level 2: 33 access points). The contractor is obligated to sign a confidentiality agreement with Fraport before being invited to submit a bid.
