Detailed Description European health insurance card customization, production and distribution services

Description : The contracting authority aims to award a framework agreement (24 months) for "personalization, production and distribution services for the European Health Insurance Card". The framework agreement will include both the production and distribution/delivery services of the cards to insured persons at their home. The technical characteristics and the method of issuing and using the European Health Insurance Card are regulated by Order no. 559/2006 with subsequent amendments and completions. Also, in accordance with the provisions of CNAS Order no. 1151/2019, with subsequent amendments and completions, "The insured person who requests the replacement of the European health insurance card, (...) will be able to benefit, for a fee, from a duplicate European card whose validity period cannot exceed the validity period of the original card" (...). " (4) The expenses related to the production and distribution of the duplicate card are borne by the insured person. The amount to be borne by the insured person for the production and distribution of the duplicate card is the same as that paid by the National Health Insurance House to the supplier according to the contract for the provision of the services of personalization, production and distribution of the European health insurance card and is communicated to the health insurance houses, which are obliged to post this information on their own website together with the account number into which the payment can be made. " (5) For the situations provided for in paragraph (2), the National Health Insurance House (CNAS) concludes an agreement with the supplier designated as the winner following the procedure carried out by CNAS for the provision of the personalization, production and distribution services of the European health insurance card, in compliance with the provisions of paragraph (4).” The personalization of the cards will be done exclusively using the two DataCard MPR5800 equipment, installed at the Health Insurance House (CAS) Sibiu, connected to the WAN/VPN network of CNAS, the equipment being purchased in 2007. Considering the object of the Framework Agreement, namely the purchase of services for the production and distribution of European cards in the social health insurance system, for a period of 24 months, which have well-defined characteristics according to the specifications, thus making it possible to identify and compare them on the relevant market, the purchase will be of medium complexity. Deadline for requesting clarifications regarding the Award Documentation: 18th day before the deadline for submitting offers; Deadline for responding to requests for clarifications: 11th day before the deadline for submitting offers.
