Detailed Description PVID identity verification

The purpose of this contract is for the Contractor to provide all components and services enabling any applicant for a Carte Vitale application to benefit from a secure activation process, including identity verification, compliant with the substantial level of the eIDAS Regulation, hereinafter referred to as the Service. This Service includes, in particular, an identity verification service based on the PVID requirements framework or its equivalent*, the purpose of which is to retrieve civil status data from the identity document, and a service for verifying the conformity of the extracted photograph to be entered into the Carte Vitale application. This contract also includes the following services: • the Contractor's familiarization with the existing system and the definition of the integration methods for its solution; • the implementation of the infrastructure and all environments necessary for the Service; the operation and maintenance of the Service in operational and secure condition; • the performance of ancillary services expressed as units of work. This contract was awarded through a negotiated procedure as defined in Articles L.2124-1, L.2124-3, R.2124-4, R.2142-17 and R.2161-12 to R.2161-20 of the French Public Procurement Code. The procurement method used for this contract is a composite arrangement combining a standard contract as defined in Article L.2111-1 of the French Public Procurement Code and a framework agreement as defined in Articles L.2125-1 1°, R.2162-1 to R.2162-6 and R.2162-13 to R.2162-14 of the French Public Procurement Code, executed through the issuance of purchase orders concluded, without a minimum order commitment, with a single operator. Indeed, contract no. PAN-26-9/0 is a composite contract comprising the following services: • services falling within the scope of a standard contract in terms of purchasing techniques: o a service for setting up the Service; o a service for processing files; o services for operating, supervising, supporting and maintaining the operational and secure condition of the Service; o a reversibility service; • services falling within the scope of a framework agreement in terms of purchasing techniques, namely the following unit-based services: o the consideration of a new identity document and/or study, o the evolution of the service.
