Detailed Description Introduction of cEMV-based e-ticket system in Budapest 1 - cEMV (Europay, MasterCard® and Visa®) based e-ticket system

Description : The Contracting Authority intends to procure a service capable of providing a so-called cEMV (Europay, MasterCard® and Visa®) based e-ticket system within the framework of public procurement, together with the validator quantity necessary to cover the metro network. Using the service, customers can use their physical bank card or bank card stored on smart devices (hereinafter: digital bank card) to perform validation (swipe) on validators placed on vehicles or at stops to authorize travel. The travel authorization is assigned to the bank card (in the form of a token), the customer does not receive any paper-based confirmation (e.g. ticket, receipt) after validation or swipe. The cost of the trip - in the case of occasional fare products (PAYG type products) - is automatically calculated and debited to the customer's bank card. Products for regular travelers (passes) can only be purchased online, after prior registration. These fare products can also be assigned to cEMV-based physical and digital bank cards. The Service to be procured will process each transaction, perform fee calculation, transmit and receive transaction data to/from each system. In addition, it will create, continuously update and transmit the authorization and prohibition lists, ensure the generation of the necessary reports to the Card Acceptor and BKK, as well as the data necessary for accounting settlements and bookkeeping, transmit the data for issuing the e-invoice, and initiate the execution of payment transactions to the Card Acceptor (in the case of cEMV-based closed-loop/limited-loop cards, directly to the Card Issuer) and record their results. The validators to be procured can read both cEMV-based physical and digital bank cards and closed-loop cards, as well as 2D optical codes.
