Detailed Description Point of sale (POS) software package – Provision of a SoftPOS mobile payment solution in SaaS mode and associated services - provision of a SoftPOS bank card payment acceptance solution

Description : La Poste's Mail and Parcel Services (BSCC) and Consumer and Digital Services (BGPN) divisions wish to acquire a SaaS application solution enabling face-to-face mobile payment processing by bank card (SoftPOS). The sole purpose of this consultation is the provision of a SoftPOS bank card payment acceptance solution. The payment processing function is not included in the scope of this consultation. The service must include: the provision of a payment acceptance solution (SoftPOS); the integration of this solution into the La Poste environment; technical and functional support; and training for La Poste administrators and users. The volume covers two divisions: - BGPN (Smartéo – customer service representatives in post offices): between 13,250 and 24,000 active smartphones. - BSCC (Factéo – mobile postal workers): between 200 and 20,000 active smartphones. Across all branches, the solution is designed to cover a total of between 15,000 and 44,000 active smartphones. The number of monthly transactions processed by the solution, across all branches, is estimated to be between 100,000 and 1,200,000. Data processing for La Poste, including hosting, backup, and/or access, must be located within the European Union (EU), a country of the European Economic Area (EEA), or a country recognized as adequate by the European Union. The tender documents sent to selected providers will specify the details related to this requirement. The application solution must also comply with La Poste's Information Systems Security Policy (ISSP). The overall market area covers metropolitan France, Corsica, the French overseas departments and regions (DROM), and the French overseas collectivities (COM). All responses, documents, and appendices submitted by the candidate must be in French. The application solution provided must also be in French. The contract is not divided into lots. The number of successful bidders is fixed at 1.
