Detailed Description Access control system – Access control procurement

Description : The subject of the procurement is the security systems integration platform (including an independently operating access control system), the independently operating wireless access control system and the maintenance, repair and expansion of the Abloy Os, Pacom GMS and Timecon 22 access control systems owned by the Clients. The procurement is divided into sub-areas as follows: Sub-area 1: Procurement of the security systems integration platform (including an independently operating access control system) Sub-area 2: Procurement of an independently operating wireless access control system Sub-area 3: Maintenance, repair and expansion of the Abloy Os access control system Sub-area 4: Maintenance, repair and expansion of the Pacom Gms access control system Sub-area 5: Maintenance, repair and expansion of the Timecon 22 access control system Sub-areas 1 and 2 also include the installation, user training, maintenance and expansion of the systems in question. The systems and services subject to the procurement will be procured for premises owned and leased by the Clients in the Pirkanmaa region. The procurement may include some cabling work for door environments, but not actual electrical contracting. In sub-areas 1 and 2, the most economically advantageous suppliers will be selected as contract partners. For sub-areas 3, 4 and 5, the procurement will be implemented as a framework agreement, in which three (3) service providers will be selected for the framework agreement based on overall economic advantage unless there are fewer bidders meeting the requirements. The basis for overall economic advantage will be the best offer in terms of price-quality ratio in all sub-areas. The procurement agreement will be concluded in sub-areas 1 and 2 for a fixed-term contract period of two (2) years. The aim is to start the contract period as soon as possible after the procurement decision has become legally binding. The contract period may be extended indefinitely with an option period. However, the procurement will be put out to tender at regular intervals in accordance with the Procurement Act. The contract for the procurement will be concluded in sub-areas 3, 4 and 5 for a contract period of two (2) years. The contract period can be extended indefinitely with an option period. However, in accordance with the Procurement Act, the framework agreement is valid for a maximum of four (4) years. The contract period will be started in sub-areas 4 and 5 as soon as possible after the procurement decision has become legally binding. In sub-area 3, the contract period will start on 1 August 2026.
