DGITL Sector 3 has as its main objective the administration of local budget receivables: collection of taxes and duties, verification of taxable matter, taxation of taxpayers, tracking and enforcement of receivables, as well as the resolution of appeals. Object of the procurement: collection services of local taxes and duties, by card and cash, necessary for the General Directorate of Local Taxes and Duties Sector 3 (DGITL Sector 3), for the collection of local budget revenues of Sector 3, provided by authorized operators. Structure of the procurement by lots: Lot 1 - Services for collecting card payments Acceptance and processing of payments through: - National Electronic Payment System (SNEP); - Unassisted POS terminals; - Assisted POS terminals - Authority's e-commerce platform. Lot 2 - Services for collecting cash payments Collection of taxes, duties and other budget revenues in cash, through the provider's counters, on behalf of the contracting authority.

Title : Card payment collection services
Description : Acceptance and processing of payments through: - National Electronic Payment System (SNEP); - Unassisted POS terminals; - Assisted POS terminals - Authority's e-commerce platform. Minimum estimated quantity /year (transactions): 200,000 Maximum estimated quantity /year (transactions): 400,000 Minimum estimated quantity /2 years (transactions): 400,000 Maximum estimated quantity /2 years (transactions): 800,000 Payment of commissions will be made monthly, by the Contracting Authority (DGITL Sector 3), based on the invoice and supporting documents issued by the bidder accepting payments. It is prohibited to withhold any amounts from the receipts due to the local budget. The commission for online transactions is established as a percentage of the value of each settled transaction, without exceeding the maximum limits provided for by Joint Order no. 168/14/95/2011 or other applicable normative acts. The commission will not exceed 30 lei/transaction, in the event that, by applying the percentage rate, a higher amount results. The commission applies exclusively to authorized and settled transactions, not being applicable to refused or canceled transactions.
