Objectives
The primary objective of this tender is to appoint a qualified service provider to supply, install, and maintain CCTV and Access Control systems at the South African Astronomical Observatory (SAAO) Cape Town site for a period of one year. The aim is to ensure effective security management through reliable surveillance, access control, and related systems, complying with all legal and safety standards, and supporting SAAO’s risk management and operational requirements.

Scope
The scope of the tender includes:
Provision of PSIRA-registered security access control and CCTV systems, including installation and ongoing maintenance.
Supply and installation of equipment such as CCTV cameras, monitors, network components, access control devices, boom gates, sliding gates, alarm systems, and intercoms.
Integration of new systems with existing infrastructure.
Regular preventative maintenance, repairs, system upgrades, and emergency call-outs.
Provision of all necessary hardware, software, labor, and transport to ensure comprehensive system functionality.
Adherence to occupational health and safety regulations, including submission of safety files and certificates of compliance.
Performance of quarterly inspections, repairs, and ad-hoc services as required by SAAO management.

Technical Requirements
The technical scope encompasses:
Supply and installation of CCTV systems with Hikvision or equivalent compliant equipment, including cameras, monitors, network switches, NVRs, and cabling.
Installation of access control systems such as Impro Systems or equivalent, including boom gates, sliding gates, maglocks, and control terminals.
Provision of intercom systems, alarm systems, and vehicle/pedestrian boom gate systems.
Integration of new systems with existing infrastructure and commissioning of all installations.
Maintenance services including quarterly checks, repairs, system upgrades, electrical installations, and compliance documentation.
Provision of emergency response within specified timeframes (response within 4 hours, on-site within 24 hours).
Ensuring all work complies with the Occupational Health and Safety Act and relevant standards, including the creation of safety files and certificates of compliance.
