The primary objective of this tender is to procure 245,000 self-inking security authentication stamps that meet specified security, quality, and design standards, ensuring secure and efficient stamping for electoral purposes. The project aims to establish a reliable supply of high-quality stamps with secure features, proper packaging, and timely delivery to support electoral activities.

Scope
The scope includes:
Design and manufacture of self-inking security authentication stamps with specified features and security elements.
Provision of samples demonstrating compliance with specifications.
Packaging, labeling, and secure transportation of the stamps to the designated Electoral Commission warehouse.
Delivery of the complete quantity by 30 July 2026, within specified delivery hours and conditions.
Post-delivery quality control, inspection, and adherence to contractual obligations through a service level agreement.


Technical Requirements
The technical specifications for the security authentication stamps include:
Shape: Hexagon (text plate) with illustration in section 18.
Size: 24mm diameter (with a tolerance of 1mm).

Features:
Self-inking mechanism suitable for high-volume stamping.
Leak-proof design.
Handle made of recyclable material (plastic, wood, etc.).
Incorporation of security features that are not easily recognizable with the naked eye.
Unique serial number matching the stamp serial number for tracking.

Packaging:
Individual small boxes sealed with tamper-evident adhesive seals.
Boxes packed in cartons of 1,000 units.
Cartons stacked on pallets (1,000mm x 1,200mm) with maximum height 1.5m and weight 500kg.
Pallets labeled with contents, quantity, weight, and provider details.
Pallets wrapped in plastic and strapped for transportation security.

Delivery:
Delivery to specified Electoral Commission warehouse by 30 July 2026.
Notification prior to delivery during working hours.
No partial deliveries unless approved.
Delivery in the name of the service provider; no third-party deliveries accepted.
