Objectives
The primary objective of this tender is to procure a comprehensive RFID Library Management System integrated with Self Service Kiosks and WorldShare Library System to enhance efficiency, security, and accountability within the Competition Commission’s Information Resource Centre (IRC)/Registry. The system aims to automate tagging, issuing, returning, tracking, and securing library materials, thereby improving inventory visibility and user experience while ensuring compliance with governance and audit requirements.

Specific objectives include:
Implementing an RFID-based library management solution to automate material handling processes.
Enabling self-service and staff-assisted operations for issuing and returning materials.
Enhancing security mechanisms for library materials.
Supporting stock management, data synchronization, and reporting functionalities.

Scope
The scope encompasses the end-to-end management of library materials within the Competition Commission environment, supporting:
Core records and circulation platform integration.
Compliance with governance, audit, and records management standards.
RFID tagging of materials, deployment of RFID readers, antennas, kiosks, security gates, middleware, and integration with WorldShare Library Management System (WMS).
Operational workflows for issuing, returning, reserving, and security enforcement of library materials.
Inventory verification, audit, and compliance reporting.
Scalability to support multiple locations and record categories, with options for cloud or hybrid deployment.

Technical Requirements
The solution must include:
RFID tags (HF) with unique identifiers, linked to item references in WorldShare WMS, without storing sensitive content on the tags.
RFID middleware for real-time reading, validation, security bit management, and secure communication with WMS via APIs.
Integration with WorldShare Library Management System to manage cataloging, circulation, user profiles, permissions, and transaction history.
Self-service kiosks and controlled circulation desks equipped with RFID readers for issue and return processes.
RFID security gate systems for loss prevention and movement control.
Secure user authentication via RFID cards, network credentials, and Single Sign-On (SSO).
Comprehensive logging, audit trails, and reporting capabilities for all RFID and circulation events.
Support for inventory audits using handheld RFID scanners and reconciliation with system records.
Operational performance supporting multiple locations, scalability, and optional cloud/hybrid deployment.
