To procure a comprehensive, end-to-end turnkey solution for the personalization of Smart Driving Licence (SDL) cards in South Africa. This includes establishing a modern, efficient, secure, and regional-compliant production environment capable of producing approximately 2.5 million cards annually, reducing production time from 14 to 3 days, creating jobs, supporting localisation and skills transfer, ensuring regional harmonization, and adopting innovative 4IR technologies.

The scope encompasses the supply, installation, commissioning, maintenance, and support of all equipment, infrastructure, software, raw materials (polycarbonate blank smart cards), and related services necessary for the personalization of SDL cards. It covers the entire production process—from data verification, personalization, quality control, packaging, to distribution—along with security, environmental, and logistical considerations. The solution must be capable of integrating with existing systems, support multiple card types, and meet regional and international standards.

Technical Requirements
Functional Capabilities: Complete end-to-end personalization system including data encoding, printing, security features (e.g., holograms, UV inks, optically variable devices), card stock management, quality control, and logistics.
Security & Standards: Compliance with ISO/IEC 7810, 14443, 18013, 15438, 18031, ISO 9001, ISO 14001, ISO 14298, ISO 15408, and regional standards (SADC, EAC, COMESA). Support for PKI, cryptography (RSA, ECC, AES, SHA), secure key management, and secure communication.
Automation & Integration: Automation in feeding, printing, mailing, and waste management; interfaces with external systems (enrolment, logistics, security); LDAP integration; real-time data tracking; audit trails.
Hardware & Software: Capable of producing at least 2000 cards/hour, with redundancy, security, and scalability features. Support for various card types, including contactless, dual interface, and security features like DOVID, microtext, nano text, and holograms.
Environmental & Durability: Cards must meet durability standards, with a life expectancy >10 years, and environmental resilience from -25°C to +85°C.
Support & Maintenance: Support for 10+ years, including updates, bug fixes, spares, and on-site support.
Training & Skills Transfer: Comprehensive training for DLCA staff, including operational, maintenance, and security procedures.
Disaster Recovery & Security: Plans to ensure continuous operation (>50% capacity during disasters), secure handling, and compliance with security standards.
