The primary objective of this tender is to appoint a service provider to supply, deliver, and potentially assemble Livestock Identification and Traceability System (LITS) equipment, including RFID ear tags, RFID tag readers, and RFID tag applicators. The system aims to enhance livestock regulation, health management, and trade facilitation by enabling effective animal identification and traceability, particularly in the context of controlling Foot and Mouth Disease (FMD) outbreaks and meeting international trade requirements.

Scope
The scope encompasses the procurement and delivery of:

RFID ear tags compliant with ISO standards and ICAR certification
RFID ear tag readers capable of reading tags at a minimum distance of 35cm with features such as GPS, Bluetooth, USB, Wi-Fi, and data exchange capabilities
RFID ear tag applicators designed for durability, ease of use, and compliance with animal welfare standards
Ancillary equipment including batteries, chargers, manuals, and transfer of data to the central database
The equipment will be used across various provinces in South Africa, particularly in FMD-controlled areas, to facilitate cattle tagging and traceability for export and disease control purposes.

Technical Requirements
RFID ear tags must adhere to ISO11784 and ISO11785 standards, with ICAR certification, and be capable of electronic and visual reading
Tags should be indelible, legible at a minimum distance of 3 meters, and linked to a unique Animal Identification Number (AIN)
RFID readers must support multiple data exchange interfaces (USB, Bluetooth, GPS, Wi-Fi), have a minimum battery life of 9 hours, and be waterproof, shockproof, and dustproof (IP67)
Applicators should be lightweight, durable, and capable of applying tags with secure locking mechanisms, suitable for hot days and various animal sizes
All equipment must be capable of seamless integration with the LITS database, supporting data formats like CSV, and facilitate automatic synchronization when network connectivity is available

Manufacturers must have ISO 9001 certification and previous supply experience of at least 1,000,000 tags with supporting evidence
