Detailed Description Delivery, installation and commissioning of 30 stationary ticket machines for Koleje Dolnośląskie SA as part of the project entitled “Creation and delivery of applications and devices supporting the implementation of integrated sales based on the OSDM model and the GTFS Real Time standard”

Description :
1. The subject of the order is the delivery, installation, and commissioning of 30 (thirty) stationary ticket vending machines equipped with an Application, together with the necessary integration, documentation, tests, service and maintenance support.
2. A detailed description of the subject of the order, the requirements and expectations of the Ordering Party are provided in the Template Agreement (WU-II part of the SWZ) and in the Description of the Subject of the Order (OPZ – III part of the SWZ), which constitute an integral part of the SWZ.
3. The order is co-financed under the project entitled "Creation and delivery of an application and devices supporting the implementation of integrated sales based on the OSDM model and the GTFS Real Time standard" no. FENX.05.04-IP.02-0005/25 under measure FENX.05.04 Railways, urban railways and railway safety, priority FENX.05 Support for the transport sector from the ERDF of the Programme European Funds for Infrastructure, Climate, Environment 2021-2027.
4. Acting pursuant to Article 139, section 1 of the Public Procurement Law, the Contracting Authority hereby announces that it will apply the so-called "reverse procedure," meaning that it will first examine and evaluate the offers, and then subjectively qualify the contractor whose offer received the highest score, in terms of the absence of grounds for exclusion and compliance with the conditions for participation in the procedure.
5. Pursuant to Article 257 of the Public Procurement Law, the Contracting Authority anticipates the possibility of invalidating the procedure if the public funds that the contracting authority intended to allocate to finance all or part of the contract are not awarded.
6. The procedure is conducted in Polish using electronic means of communication, i.e. via the Purchasing Platform (hereinafter referred to as the Platform) at https://kd.eb2b.com.pl. Use of the Purchasing Platform is free of charge. All declarations, notifications, explanations, and other documents in this procedure, as well as the contract, are drawn up in Polish.
