Detailed Description Parking control and management system

The contracting authority is a 100% owned business entity of the Budapest Capital City XII. District Hegyvidék Local Government (hereinafter referred to as the Municipality). AK performs parking control tasks and operates a parking system on the routes owned by the Municipality and on the routes in the XII. District owned by the Budapest Capital City Municipality. AK aims to operate the public parking system of the Municipality and the private parking system operated by it in the long term, with user-friendliness, safety, high operational reliability and efficiency. The tenderer (AT) is obliged to provide parking operation in any public or private area operated and/or controlled by AK. Public parking spaces owned by the Municipality: 4997 pcs. (which quantity may vary by +30% during the contract period) Number of private parking spaces: 373 pcs, as follows: Normafa, Eötvös út 60: 147 pcs Normafa, Eötvös út HRSZ9116/17 (CBA): 86 pcs, these are subject to a fee on weekends and holidays, not on weekdays, Thomán (Tamási)- parking lot- Thomán István u. HRSZ8476/12: 70 pcs, these are subject to a fee on weekdays, Zugligeti parking lot- Zugligeti út HRSZ010527/3: 70 pcs, these are subject to a fee on weekends and holidays, not on weekdays. Number of capital parking spaces in the district: 463 pcs, however, AK does not carry out any checks regarding this at the moment of initiating the present public procurement procedure. AT's task is to provide an integrated complex parking administration, control and operation system (system) that supports the subtasks of parking operation administration presented in the technical description, to install, maintain, operate and update it on AK's devices (full-scale operation), to provide the necessary training for AK's employees and to provide AK with technical and professional support in the operation of the delivered software system through remote monitoring and on-site intervention. AT is obliged to ensure the continuous availability of 20 (twenty) portable devices required for on-site parking inspections for AK during the entire duration of the contract. System functions: - Surcharge registration function - Management of preferential parking permits and mobile parking - Pedestrian tracking GPS function - Automatic license plate recognition (ANPR) - Error reporting function for ticket vending machines Services: - System support - Educational service - Provision of client-side IT tools necessary for the operation and maintenance of the system. The system includes software that enables the complex task system of street inspections and surcharge determinations, which is also capable of handling valid waiting permits and tasks related to the payment of surcharges or their collection in a claim management procedure. The system must handle a significant number of surcharge payment processes each year: – Number of surcharge payment notices issued in 2024: 42.548 pcs – in 2025 (January 1 – November 30, 2025): 53,376 pcs The system must be able to continuously service at least 20 portable devices required for inspections per day, and to manage and register at least 40,000 surcharge payment requests per year – pursuant to Section 15/C of Act I of 1988. AK provides the server devices and licenses for the parking management system. AK provides the server capacity necessary for the operation of the system, the SIM cards necessary for the operation of the system, the client-side computing devices and the communication channels ensuring access to the server.
