Detailed Description Parking control system procurement

The object of the procurement is an information system for managing parking enforcement, which will be acquired as a SaaS service. The current parking enforcement system of the City of Pori, Helga, supplied by Fujitsu, does not meet all the needs of the city. The system needs to be renewed to meet current requirements. Data will be transferred from the current system to the new system in connection with the system change. The parking enforcement system is currently used by 2 officers and 7 parking inspectors. Approximately 20,000 parking fines are recorded in the system annually. 500-800 payment requests are sent per month. Approximately 1,000 decisions on correction requests are mailed per year. The new system must be able to handle all stages from recording a parking fine to statistics. The parking inspector's tasks include: writing the fine, taking photographs of the situation, saving images at the location of the fine and printing the fine. The parking inspector must also identify the vehicle based on the license plate and the vehicle's location on the map. The parking inspector's tools include a smartphone and a ticket printing device. The customer must be able to check the ticket information they have received, including images, electronically. Requests for correction must be made electronically within this system. The parking control system accumulates material from parking inspectors and it is in the system for the officer to process. The system generates reports and statistics. Provision must be made for changes in the number of users in the system. As an option, the system may include police users, whose use corresponds to that of the parking inspector. Content and objectives of the procurement The content and objectives are guided by the laws regulating parking control and personal registers. The service processes personal data. One of the objectives of the procurement is to increase work efficiency, in particular by reducing manual work, which allows focus on the subject matter expertise itself. The system to be purchased is expected to be reliable and have modern system usability. The system is also required to automate manual work steps, which will achieve efficiency in work and save working time. The system must be ready, a tested entity and the required features must be available for deployment at the start of the contract period. The deployment of the system includes several interfaces. When the system provider develops the system so that as the SaaS service develops, new functions that make work easier and faster will be added, the Subscriber has the right to also deploy new functionalities based on this tender. The system to be procured must have interfaces to other systems and services required by the Subscriber, such as debt collection, payment requirements and other mailings mentioned in the requirements specification, mobile payment operators and, among others, Traficom's vehicle systems. In addition, the Subscriber has identified,that in the following entity, some of the matters related to the service or operational chain will be implemented in cooperation with third parties: Implementation of the vehicle transfer function, OPTION.
