Detailed Description Digital parking payment service - operators with national coverage to implement a digital payment solution for on-street parking

The City of Carcassonne is seeking two operators with national coverage to implement a digital payment solution for on-street parking. The aim is to expand the payment options available to users for on-street parking by allowing them to pay remotely via a secure platform accessible online and via mobile phone. The City wants all users (residents and non-residents) to pay the same rate, whether they pay directly at the parking meter or remotely for the purchase of a virtual parking ticket without any additional associated services (minimum service). The City will cover the cost of this minimum service at a fixed price of €0.10. The operators will be able to offer additional services to users in the form of optional extras, which users must select individually (rather than deselecting unwanted options). The aim of this public-private partnership is to ensure transparency and user control over services and tariffs. To this end, the €0.10 "commission," the list of options, and their prices will be frozen for three years. The consultation process will result in two public contracts (one per operator) with a three-year term, renewable once for the same duration. These contracts will be awarded upon notification, scheduled for June 2026.
