Detailed Description Framework agreement on the hardware and installation work of Abloy OS access control systems in the buildings of the University of Jyväskylä

The framework agreement covers the access control systems and installations of various buildings at the University of Jyväskylä in 2026-2030. Three suppliers will be selected for the framework agreement. The winner of the tender will be responsible for the installation of the access control systems for 2026, and in the future, the installation work and equipment will be put out to tender as mini-competitions either by building or as a whole for several buildings annually among the three suppliers selected for the framework agreement. The installation work of the access control system will be carried out in the buildings or parts thereof. During the first year of the framework agreement, the system will be renewed in the Ylistönrinne buildings (Ambiotica, Physics, Nanoscience Centre, Laboratory Centre) and in the renovated part of the Agora building in Mattilanniemi. The preliminary schedule by building is in the "Criteria for the subject of the procurement" section of the request for tender and in the draft procurement agreement. The schedule will be agreed in more detail with the selected supplier. In the following years, the access control systems will be renewed in other buildings of the University of Jyväskylä in Jyväskylä at a rate of approximately two buildings per year. The access control system will be installed in the existing cabling of the current access control system (Esmikko 4) and the central devices will be placed in place of the central devices of the current access control system. In the renovations of Agora and Ambiotica, the installation will be done in the cabling according to the electrical plans and the central devices will be placed in the premises according to the electrical plan. The procurement includes the installation of the system components, the connection work of the door environment, the configuration, definition and programming of the devices to be installed, the handover documentation, as well as the service and maintenance and fault investigations during the warranty period of the components, which is 24 months. The access control system will be delivered fully installed and connected to the Abloy OS access control system on the customer's existing server. The university uses the Abloy OS access control system in some of the buildings in Seminaarinmäki. All solutions, services and products offered must be compatible with the existing system. The maintenance of the access control system has been put out to tender in 2024, so the maintenance service is not included in this framework agreement.
