This contract concerns the design, supply, management, digital packaging, and delivery of meal voucher cards, issued by default as a digital card accessible via an application or smartphone, and/or as a physical card. A personalized and secure physical card (with a PIN or contactless payment) may be provided only upon the express request of the beneficiary. If a physical card is delivered, it will be shipped directly to the employee's home address. This framework agreement sets out all the conditions for the performance of the services and is executed as and when purchase orders are issued by the contracting authority. The single-supplier framework agreement with purchase orders has a maximum annual value of €1,250,000 excluding VAT. Background: As part of its social policy, the CMA Nouvelle-Aquitaine wishes to provide its employees with meal voucher cards. Meal voucher cards are special payment vouchers issued by employers to their employees, allowing them to pay, up to the maximum daily amount stipulated in Article R3262-10 of the French Labor Code, all or part of the cost of a meal consumed or purchased from a network of affiliated providers (restaurants, hotels, similar establishments, and fruit and vegetable retailers) that accept the system. Currently, the Nouvelle-Aquitaine Chamber of Trades and Crafts (CMA Nouvelle-Aquitaine) has nearly 1,502 active cards (as of 2025). This number may fluctuate during the contract period without affecting service delivery. The face value of each meal voucher, as of the date of this call for tenders, is €8.50. The CMA Nouvelle-Aquitaine contributes 60% of the cost of the meal vouchers; the remaining 40% is paid by the employee and is directly deducted from their salary. The solution of digital meal voucher cards is required for the entire duration of the contract.
