Detailed Description	Framework agreement relating to the acquisition of purchasing cards and associated services for the Collège de France. The purpose of this framework agreement is: • the supply of physical purchasing cards, • the provision of an environment for managing said cards, • the provision of support services, • monitoring of services. The Contractor of this contract is expected to issue purchasing cards and provide services primarily for payment transactions (as defined in Article L. 314-1 of the Monetary and Financial Code - CMF). In accordance with Articles L. 521-1 and L. 522-2 of the CMF, the Holder must therefore be a legal entity capable of offering payment services and granting ancillary credits, which includes payment institutions (defined in Article L.522-1 of the CMF), electronic money institutions (defined in Article L.526-1 of the CMF) as well as credit institutions (defined in Article L.511-1 of the CMF) and the organizations mentioned in II of Article L.521-1 of the CMF.
