Detailed Description Biometric and signature component for use in online services of the Hessian Ministry of Economic Affairs, Energy, Transport and Housing

The Hessian Ministry for Economic Affairs, Energy, Transport, Housing and Rural Areas (HMWVW) is responsible for the development and operation of the EfA online driving license service. Applicants applying for driving licenses via the online driving license service are required to provide a biometric photograph and a signature. For this purpose, an external component has been integrated into the online service's ten application processes, via which a biometric image and signature can be uploaded as a file. Alternatively, the signature can be entered using a pen or similar device. A limited number of processing options are currently available for data capture, e.g., for checking uploaded files. After capture, the image and signature are checked for suitability for later use in issuing driving licenses, and only those found to be suitable are accepted. If they are not suitable, an error message is issued. The components will be put out to tender again in order to expand the scope of services compared to the component currently in use. This tender contains two lots: one for a service for capturing and processing biometric images (Lot 1) and one for capturing and processing signatures (Lot 2). The new components should also be designed so that, at the request of the contracting authority, they can also be integrated into other online services that also require a biometric image and/or signature.
