Detailed Description Ticket-issuing machines – "Integrated Public Transport Management System In The Municipality Of Zalau" (product acquisition, including assembly and commissioning, connection works to electrical networks and electronic communications networks and technical and economic documentation for the PT and DTAC phases, DTOE, obtaining AC)

The object of the procurement is the acquisition of the contract for the supply of ITS systems in the municipality of Zalău (purchase of products, including assembly and commissioning, connection works to electrical networks and electronic communications networks and technical and economic documentation for the PT and DTAC phases, DTOE, obtaining AC) in accordance with the requirements of the Specifications no. 66742/28.08.2025, as follows:

1. Design services - Development of the technical and economic documentation for the PT, DTAC and DTOE phases for the "Integrated public transport management system in the Municipality of Zalau". The development of DTAC+DTOE+PT will be carried out in accordance with the provisions of GD no. 907/2016, with subsequent amendments and additions (GD no. 79/2017, GD no. 1116/2023), DTAC (Technical Documentation for Obtaining the Building Permit) and obtaining AC, PT (Technical Project) and execution details (technical reports, calculation briefs, specifications, lists of quantities of works, drawings and DTOE - technical documentation for organizing the execution), preparation of documentation for obtaining agreements/permissions at the PT phase and obtaining them; updated general estimate, confidential estimate. It is also necessary to prepare the “As Built” documentation.

2. Execution of works to ensure the power supply of the installed equipment and the connection to data communication networks, as well as the creation of supporting/installation elements for equipment/systems, where applicable.

3. Purchase, including installation and commissioning of the following products: - Public transport ticket vending machines in 10 bus stations, including ensuring electricity supply, connection to the data communications network, installation and commissioning, with Licenses and training services – 10 pcs.; - Validators in 20 buses, including installation and commissioning with Licenses and training services – 60 pcs.; - Passenger information system in 20 buses, including installation and commissioning with Licenses and training services – 20 pcs.; - Video monitoring system in 20 buses, including installation and commissioning with Licenses and training services – 20 pcs.; - Public transport management system, including installation and commissioning with Licenses and training services – 1 pc.; - Passenger information system in 10 bus stops, including ensuring power supply, connection to the data communications network, installation and commissioning with Licenses and training services – 10 pcs.; - Video monitoring system in 10 bus stops, including ensuring power supply, connection to the data communications network, installation and commissioning with Licenses and training services – 10 pcs.The deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information in relation to the award documentation is 20 days before the deadline for submission of tenders. In accordance with the provisions of art. 160 paragraph (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority establishes that the deadline for responding to all requests for clarification/additional information is the 11th day before the deadline for submission of tenders. The deadline for responding to clarifications has been established so that economic operators have an adequate period to analyze the award documentation and subsequently, to prepare their tenders in light of the responses provided by the Contracting Authority.
