Detailed Description Ticketing with validators, including background system

Cologne Transport Company (KVB) intends to publish one or possibly several tender procedures for the procurement of validators, including the backend system and relevant interfaces, probably starting in 2026. In order to improve KVB's knowledge of the technical and commercial aspects of such a procedure, KVB is conducting a market survey pursuant to Section 26 of the SektVO ("Industry Dialogue"). As part of the industry dialogue, KVB will gather information on, among other things, 1. the functionalities of validators (hardware, software) and backend systems 2. implementation options for KVB 3. commercial aspects (pricing models, price range, cost factors) Subject of the industry dialogue KVB intends to replace the mobile ticket machines on trains and buses with validators. These will operate paperlessly and cashlessly based on contactless EMV transactions and be embedded in an ABT/IDBT-capable system. Travel authorizations should be stored as encrypted tokens in a cloud-based backend system, whereby both the provider and the cloud storage must have at least the required ISO 27001 certification. The operation of the backend system in a cloud environment must be subject to the European General Data Protection Regulation. The validators must enable the purchase of a specific, independently configurable range of tickets (pre-selection) and additionally support an interoperable check-in/check-out process with integrated best price calculation for the customer. All physical and virtual payment methods that comply with the EMV standard (EC card, credit card, Google Pay, Apple Pay, etc.) should be accepted; in addition, payment via prepaid card (closed-loop) must be possible.
