Detailed Description Installation services of parking meter equipment – Renovation and purchase of parking meter machines

Renovation of parking ticket vending machines and purchase of new parking ticket vending machines, as well as maintenance of the machines during the warranty period in Székesfehérvár.

Renovation of parking ticket vending machines and purchase of new parking ticket vending machines, as well as maintenance of the vending machines during the warranty period in Székesfehérvár in the following quantities and with the following main technical parameters:
- Renovation of 39 refurbished NortPark Solar type parking ticket vending machines and
- Purchase of 16 new parking ticket vending machines The refurbished and newly purchased vending machines must meet the same technical content, and the winning Bidder must provide the same warranty conditions for the refurbished and newly purchased vending machines. During the complete renovation, all electronic components of the vending machines to be renovated must be replaced with new components.
The Requesting Party considers all components that cannot perform their function without the use of electric current and/or electronic control by another component to be electronic components of the vending machines to be electronic components. The existing automatic machine housings must be renovated in accordance with the conditions specified in the technical specifications, and the winning Bidder must install new components of the same type and quality as the new machines to be purchased in these housings in such a way that the renovated machines are equivalent to the new machines in terms of operation and warranty. The renovated and new machines - with the exception of the existing automatic machine housings and any mechanical components used for fitting - must be of the same type in terms of electronics, technology and service.

The machines must comply with the requirements of the MSZ EN 12414 standard.
New parking machines: The housing of newly purchased machines must be made of stainless steel with a minimum thickness of 2 mm, and all mechanical parts, assemblies or fasteners must also be made of stainless steel. The control, coin recognition and printing units must be accessible through a separate door, as well as the coin cassette through a separate door. Machines to be renovated: When fully renovating the existing machine housings, the old paint layer must be completely removed. The housings must be repainted with outdoor UV stable electrostatic powder spraying, RAL 5013 blue, with a transparent anti-graffiti coating. Based on the preliminary survey of the Requester, all machine housings are suitable for renovation. The replacement or modification of mechanical parts and door panels, as well as the installation of new mechanical parts that may be necessary when renovating the existing machine housings, may only be done using tools and fasteners made of stainless steel that match the material of the existing machine housings.
Coin cassettes: The Requester has 152 replacement coin cassettes compatible with the (existing) coin cassettes of the machines to be renovated. The tenderer intends to continue to use the (existing) coin cassettes belonging to the vending machines to be renovated, given their impeccable condition, compatibility with replacement coin cassettes and the efficient use of public funds, and therefore aims to:that the coin cassettes of the new vending machines to be purchased are compatible with the existing coin cassettes of the vending machines to be renovated. The aim of the tenderer is that the coin cassettes of the vending machines to be renovated and the new vending machines to be purchased are of the same size, thus being interchangeable, thus ensuring uniform emptying conditions for all (existing, renovated, new) vending machines, and that the use of the available coin cassettes is ensured when emptying the vending machines. The locking mechanism and other technical solutions that do not hinder mutual usability do not have to be compatible. Bank card payment: New and renovated vending machines must have a bank card reader suitable for contactless payment. Minimum requirement: contactless only bank card reader (without PINPAD, payment can be made by bank card without using the current PIN code). The Tenderer intends to conclude the POS contract for the operation of the bank card terminals directly with the accepting bank of the terminals, therefore it will only accept the installation of bank card terminals that have a Hungarian accepting back-end bank. The Tenderer excludes the conclusion of a contract with an intermediate financial service provider. In the case of bank card payment, only traditional, fixed-time, prepaid parking must be handled. NFC card payment: The machines should have an NFC card reader suitable for contactless payment and reading general-purpose NFC cards that can be used as top-up cards issued by third parties. If the bank card reader is suitable for handling NFC guest cards, the installation of a separate NFC card reader can be omitted. The Tenderer has approx. 14,000 NFC top-up cards currently in use for managing parking balances and for license plate-based START-STOP parking. The contracting authority's express aim is to ensure that the cards in the customers' possession remain in use, therefore all of the renovated and new machines must be made suitable for the smooth acceptance of the cards in circulation, as well as for the acceptance of new cards of the same type as the cards in circulation that are continuously issued.
